HOA Board Meeting
July 13th, 2010

Attendees: Margaret Brammall; Michael White, Don Challam, Dale Welton, Juanita Carbaugh, and Dianne Matthes.

With no officers yet elected, the meeting was called to order by Juanita Carbaugh at 6:15 p.m.
 

  • The new board members were certified. Positions on the board will be held as follows:

President – Michael White
Vice President – Monty Laughlin
Treasurer – Dale Welton
Secretary – Margaret Brammall
Member at Large – Darryl Roundy
ACC Committee – Don Challman

  • The minutes from the April meeting were approved.

  • The Vice President will assume the duties of Welcoming Committee. A volunteer from the community is needed for the ACC.

  • Michael McKein has volunteered to be gate master. The keys have been given to him, and a second set will be ordered from Southgate Fence.

  • The Treasurer’s Report was reviewed. Juanita reported that we are under budget at this point. However, there have been a lot of issues with the call box on the gate. Also, the water bill is $650, which is higher than expected and might indicate a break somewhere. This will be investigated. The landscaper who hit the gate paid the first half of his obligation on time but is a day the paying the second half.

  • Three homeowners have not yet paid their 2010 dues and they have requested payment plans. A motion was made, seconded and approved to authorize Juanita to waive late fees and interest for homeowners who are making consistent payments.

  • A motion was made to keep the gates open during the day, consistent with the wishes of some homeowners who made their concerns known at the Annual Meeting. The motion was defeated.

  • The urgent need for a reserve fund will be added to the next agenda, as will the issue of whether to open the gates for Realtors’ open house dates. Proposed changes to the Bylaws will also be addressed. The Board will meet again at the beginning of September.

  • Money has been budgeted for an audit, and a motion was made, seconded and approved to direct Juanita to set it up.

  • A motion was made, seconded and approved to write off an uncollectible debt.

  • A motion was made, seconded and approved to conduct another ballot on the issue of revising the Bylaws to conform to the Washington State law that 25% of the membership is considered a quorum for the annual election of board members. Juanita will draft a letter for the Board’s approval to explain to homeowners why the change is in the best interest of the Association.

  • A homeowner has registered a complaint about a van that is routinely parked in a driveway on 21st Avenue. The Board determined that because the van does not meet the definition of a motor home, there is no action we can take unless it obstructs the sidewalk. The homeowner will be notified accordingly.

  • The landscape contract with Clark Brothers was approved.

  • The meeting was adjourned at 8:15 p.m.
